AASHTO RAC MEMBER SURVEY RESULTS

Risk Based Optimization of CE&I Services and Materials Testing for LPA Projects

07/16/18

The Mississippi DOT is developing guidance for risk based optimization of Construction Engineering and Inspection (CE&I) services as well as material testing on Local Public Agency (LPA) projects. Respondents were instructed to answer each question by checking the appropriate boxes. Space was provided for a narrative response if respondents had supplemental information. If responses indicated that a particular DOT had undertaken similar efforts, MS DOT contacted that state's DOT.

The following questions were asked as part of this survey.

Administration of federally funded projects for Local Public Agencies (LPA):

--Who provides CE&I on LPA projects? (select all that apply)--DOT, LPA, Consultant

--Who provides material testing on LPA projects? (select all that apply)--DOT, LPA, Consultant

--Does your state DOT review and concur with contracts between the LPA and their CE&I consulting engineer? (yes/no)

--Does your state DOT review and concur with CE&I documentation of construction activities on LPA projects? (yes/no)

--Does your state DOT review and concur with material testing documentation on LPA projects?

Optimization of CE&I and material testing resources on LPA projects:

--Does your state have guidelines for determining the appropriate level of inspection effort provided by CE&I staff? (yes/no)

--If so, were the guidelines for CE&I staffing developed using a risk based assessment? (yes/no)

--Does your state have guidelines for determining appropriate material testing requirements? (yes/no)

--If so, were the guidelines for material testing developed using a risk based assessment? (yes/no)
