Dump Truck Prevailing Wage Survey


The Wisconsin Department of Transportation is seeking information from other agencies’ labor compliance and disadvantaged business enterprise programs on how their states monitor prevailing-wage compliance for truck drivers on project sites. When available, please include web links or attachments to any resources that might further explain your state’s policies and practices.

1. Does your agency use a schedule of trucks owned and leased by Disadvantaged Business Enterprises (DBE) for DBE crediting on its construction projects?

2. How does your agency monitor compliance with prevailing-wage requirements for truck drivers on project sites (e.g., interviews, payroll reviews)?
a. What technologies does your agency use to monitor prevailing-wage compliance for truck drivers on project sites (e.g., geofencing, GPS)?

3. Who determines if a haul requires the truck driver be paid prevailing wage? General contractor/prime? The subcontractor?
b. Is the time a truck spent on the job site tracked? How?
c. How does your agency resolve disputes between contractors and subcontractors regarding trucking time spent on site and prevailing wage?

4. How does your agency educate/train trucking firms and truck drivers on prevailing-wage rights and compliance?
