Currently Missouri DOT (MoDOT) requires signed green cards with receipt of certified mail for the delivery of “Written Notice of Intended Acquisition” and “Offer Letter”.
We have been experiencing the following challenges:
-Property owners not signing the green cards and not receiving the certified mail.
-Certified mail sitting at post offices and then the post office returning the certified mail to MoDOT after 21 days.
Our question to DOTs is: What delivery methods has your DOT found to be successful in reaching property owners while following federal regulations?
